It looks to me like it’s a common cosmetic damage from chain-slap. Nothing to be worried about. But if you ride in wet conditions, I suggest sanding and painting that part to prevent oxidation. Afterwards, put a wrap-around chainstay protector to prevent damage in the future. An old mouse pad, secured with cable ties would work in a pinch.
