From Duncan, take the Trans-Canada Highway south. Get off at the Cobble Hill exit and turn right. Where Hutchinson Road and Empress Avenue intersect Cobble Hill Road in the town of Cobble Hill, turn right onto Empress Avenue. The trailhead should be down a road you will find almost immediately on the right.
