The frame broke at that intersection while working on the bike using the seatpost on the repair stand. Indeed it was an ebike, but being a hardtail with the battery removed, it weighed less than 50lbs.
The best welder in my area added a makeshift gusset and fused the cracked frame back together, but a month later it started to crack again.
Raleigh was leaving the US, but its parent company at the time gave me a whopping $600 for my loss. Luckily I got the bike a few years earlier on clearance for $1500 new...
