There’s no water in the fork–there’s oil, which looks like that when it comes out. The fact that your fork is leaving residue on your stanchions probably just means that it’s time to get the seals changed and possibly the fork rebuilt. I’d take it to your LBS and let them handle it.

Did you ever maintan your fork?
All I can do is oil the stanchion and seals with 3in1, which I do. It is only 4 months old.
