I recently had the same problem when I pedaled hard on my right leg. I thought it was the bearings going out in the bottom bracket because it made a crackle noise. When I went to take the right crank arm off, I noticed the bolt holding the arm into the bottom bracket was loose. I tightened the bolt up and the sound went away. It was giving the right arm play when I pedaled hard. It wasn’t enough to notice any movement off the bike. I have shimano octalink, so there is a hollow bolt which takes a large allen wrench to tighten or loosen. Good luck.
