Kevin Pavlis Park is a 5.5-mile adaptive-friendly trail system in the foothills of Eagle, Idaho, just outside Boise, that opened to the public in May 2026. Built within the Avimor housing development on land that serves as winter wildlife habitat, the system closes from December 1 to April 1 each year. Every trail here was designed with progression in mind and built to accommodate the full spectrum of riders, from first-timers to adaptive athletes looking for a genuine challenge. Titus Trails, LLC handled construction, breaking ground in April 2025 and wrapping up that December, with riders from the Challenged Athletes Foundation providing feedback throughout the build.
The trail system consists of four trails plus a climbing trail to access them all. Soft Serve, the green trail, is split into upper and lower segments and serves as the mellow introduction to the system. Milkshake Meadow, the blue trail, is also divided into upper and lower segments and steps up the difficulty for intermediate riders. You Scream Ice Cream is the advanced line, designed to challenge stronger riders, including adaptive athletes who pushed for trails that wouldn't hold them back. Stairway to Kevin connects everything together as the climbing trail.
Because adaptive bikes have a wider wheelbase and a greater potential to tip at slower speeds, the builders had to rethink standard trail design — most notably keeping the inside of banked corners more level to prevent tipping when riders scrub speed. The result is a trail system that flows naturally for traditional mountain bikers while remaining genuinely rideable for adaptive athletes, without feeling watered down for either group. Plans are already in motion to add changing facilities and storage space for adaptive bikes, further cementing Eagle as a destination for inclusive mountain biking.
