Hey,
When I put new tires on my few-years-old Raleigh Mojave, I noticed that I had snapped my rear axle. Don’t ask me how I didn’t notice before then, because I have no clue myself.
Anyway, ordered a new axle, pulled the lock nuts/spacers/cones off the old axle, swapped out the bearings in the hub, and put the wheel back on the bike. However upon remounting the wheel, I noticed that the axle is loose inside the hub.
Bearings are same size, axle is same size, and nuts/spacers/cones are off the old axle. I spent as much sunlight as I had after work trying to diagnose the problem, with no luck. Only thing reassembled axle didn’t have was the dust guard for the non-drive side (was bent beyond recovery when axle snapped).
So what should I do next to diagnose this problem, axle is so loose as to be un-ridable. The wheel will lock up from time to time when rolling, and bounces about when I peddle with the wheel off the ground.

im not sure, but i think that maybe you dont have enough bearings in the hub or too many bearings on one side, when ever the axle broke you might have lost a few bearings or some bearings might have swapped sides, most loose ball hubs have 9, 1/4" ball bearings on each side, if you pull the bearings out you should count 18 total or a number that would make it to where you will have an even amount of bearings on each side, if you count out an even number of bearings and have an equal amount on each side and the axle is still loose when you reassemble then it might be that the cones and bearing races are worn out and may need to be replaced, at this point i would take it into you LBS and have them check it out.
