Automatic shutoff for water at bike washing station?

I need to build a bike washing station at a public park. We have access to a water hose, but the Parks and Recreation Department wants us to somehow restrict the overuse of water (they are worried about people just leaving the hose on).

Anyone know of any adapters for regular garden hoses that will automatically shut off after, say, one minute of use?

Or does anyone have another work-around for this issue?

There are timers for garden hoses- used for temporary sprinklers. Not sure about one minute shutoffs, but turn it off at the end of the day and back on in the morning. There are shower head adapters that regulate water flow that could easily convert.
