I thing it first depends on whether you talking about fitting this to an existing bike, or you are getting a new one.
If you are working with an existing frame, you are largely limited to whatever length stem gives you the desired body position — in my case, I think that means a stem somewhat longer than might be ideal. If I were getting fitted for a new bike, I might go with a somewhat longer top tube and a shorter stem.
