I have had the same issue riding on dirt country roads between trails where the local home owners have dogs that chase anything that comes close to the house. Never hurt but I have used the flight rather than fight approach.
I have a dog myself and would never allow that to happen.
Best advice is to see the problem coming. My worst experience with animals on trails was a deer that almost took me out as it was running through the woods. Nothing like seeing the butt end of a 200 lbs deer only about 2 feet away from you.
